They are private contractors trained to respond to fires and chemical spills etc on site. Think they are trained as security officers too. A "Paramedic" in Ireland would be slightly more advanced than an EMT-B here in the States (they can give some IM meds. etc). I think the idea was to do away with the "Emergency Medical Technician" title as it confused the general public and make most EMS workers either a Paramedic or an Advanced Paramedic, (which would be comparable to a Paramedic here in the States).
